Jack Gaines and Elliott B. Thomas stand in a detention facility. Both men wear suits and face towards camera. C. Jack Gaines looks directly to camera and Elliott B. Thomas looks off to the right. Mr. Thomas appears to wear handcuffs on his left wrist. Several other men stand in a small cluster behind them. Ducts line a low ceiling above the men and subway tiles stretch across the back wall.
