Andrita Street stretches across the foreground along the bottom edge. The land on the far side of the street slopes upwards and is dotted by a few homes. At right, a driveway extends halfway up the hill to a detached garage. Farther up the hill on the right, Edward L. Thrasher's residence stands. It is viewed from the rear. Scaffolding stands around its arched back porch. At center and to the left of the Thrasher residence, a wide strip of undeveloped land stretches up the hillside. Neighboring houses stand in partial view at left.

Text from newspaper caption, Picture Reveals Details of Councilman's Plan How plan advocated by Councilman Thrasher would turn ten feet of twenty-foot walk-way owned by the city over to adjoining property owner on the left-hand side is shown in the above. The house on the upper left with the scaffolding is where Thrasher lives and which he sold to another city employee. The ten-foot extension of the retaining wall recently built out on city property on Thrasher's say-so, also is depicted.
