Private detective Edward S. Ward is seated next to Police Detectives Frank L. James and W. L. Robertson after being arrested in Texas and returned to Los Angeles. Ward is accused of attempting to frame-up Police Commission Thomas Walkup at the behest of LA Mayor Porter and his confidential secretary Mayor Porter.
