Moran was a professor of military science and tactics and commander of the ROTC unit at University of California, Los Angeles. He was the commander of the ROTC at UCLA from 1932-1934 at which point he retired from the army. This photograph appears in "R.O.T.C. Unit Head Quits at U.C.L.A.," Los Angeles Times, 20 Sep 1934.
