Frank Finley Merriam was an American politician who served as the 28th governor of California from June 2, 1934 until January 2, 1939.
Text from newspaper caption: Lieut. Bov. Frank Merriam yesterday automatically became California's chief executive on the death of Gov. Rolph. Although, under a ruling of Atty.-Gen. Webb, Mr. Merriam did not need to, he immediately took the oath of office on being notified of Gov. Rolph's death.
