Samuel Morris announcing with spectators behind him that he is quitting the Pasadena Water Department and taking a job as a teacher at Stanford. The speech looks to be given at the Morris Dam which was dedicated to him and Pasadena by Herbert Hoover for his 22 years of service at the Pasadena Water Department as Chief Engineer & General Manager.
