The men gather around Louis, who leans in in conversation with Dr. Parkin.
Dr. Thomas J. Orbison declared 21-year-old Louis Rude Payne insane in front of a jury of seven women and five men after Payne murdered his mother and brother. Payne is believed to be a victim of epileptic seizures.
