Admiral William V. Pratt (left) and Vice-Admiral Louis M. Nulton on a Navy ship. The occasion was the transfer of Pratt to become the Commander-in-Chief of the combined United States Fleet and Nulton to take Pratt's former assignment as commander-in-chief of the Battle Fleet.
