From the article: "… The entire party will proceed first to San Diego and then Tia Juana, Tecate, Campo, Jacumba, El Centro, Calexico, Mexicali and Andrade. … a close study of conditions along the border will be made the Washington officials and the needs of the customs and immigration service surveyed…"
