Related to the article “Army Scans Dam Site, Arizona Soldiers Visit Scene, First Report From Seat of Two-State Dispute Sent to Phoenix, Military Party Movements Made to Halt Asserted California Invasion,” Los Angeles Times, March 11, 1934. The article states: "… Arizona soldiers … made their first soldierly observation of what is going on there. … characterized by the Governor as taking the steps necessary to protect Arizona’s rights along the river from encroachment from the California side. … What the major’s party saw at the dam site was two barges, one anchored short of midstream on the California side and the other close to the California shore. They are carrying on drilling operations for the United States Bureau of Reclamation, the work being done by Metropolitan Water District men. The drilling will be going on for a month or six weeks more." Moeur protested the diversion of water to California by sending members of the Arizona National Guard to the dam construction site.
