Behymer awarded the Golden Palms of the Crown of Belgium at a Rotary Club luncheon at the Biltmore Hotel. Also present are Charles Winsel, Vice-Consul of Belgium (left), Constant Franke, a Belgian officer, who pins the medal on Behymer, and Michel A. Zuniga, a Vice-Consul of Belgium. The honor was awarded in recognition of Behymer's services to Belgian war victims and to Belgian artists visiting the United States. Text from negative sleeve: Behymer, L. E.
