Eugene M. Brown was the regional agent of the State Emergency Relief Administration for Los Angeles County, and was charged, along with several others, with conspiracy to defraud the government in 1934. He was also the executive secretary for the Los Angeles County Emergency Relief Commission. Charges were eventually dismissed.
