Los Angeles Mayor John C. Porter and Mexican community leader Consuela Castillo de Bonzo (owner of La Golondrina restaurant on Olvera Street) stand side-by-side, with a procession of musicians and children behind them. Porter holds a pair of scissors while Bonzo looks toward him and holds the American flag with a ribbon attached. This photograph was taken on July 8, 1932 when Mayor John C. Porter cut the ribbon at the formal opening of a completed section of Spring Street that runs through the Civic Center between Temple Street and Sunset Boulevard (now Cesar Chavez Avenue).
