Photograph of Assemblyman Frank W. Wright, representing the Associated Realty Boards of Los Angeles County, speaking at a public hearing on the 1935-36 preliminary budget before the Board of Supervisors at the County Supervisors quarters on the 5th floor of the Hall of Records (220 N. Broadway). Wright stands behind a long table topped with a register book, and numerous stacks of bundled documents. Spectators, both seated and standing, fill the room to overflowing, with over a dozen seen standing near and outside of the doorway.
