Captain Bert Massey, administrator of the Liquor Control Act in Los Angeles County, seated at a desk with his staff standing behind him. From left to right, Floyd Crutchfield, Robert Brown, William Gaffney, George Hahn, Park Litten, Ida B. Jones, and Marie Toretsky. This photograph was possibly taken during January 1935, when California State Board of Equalization member Orfa Jean Shontz appointed Massey and his staff to replace the previous personnel due to unsatisfactory enforcement of liquor laws.
