Members were chosen from the legal and academic community. Commissioners included: President Thomas Caldwell Ridgway, former president of the California bar association; Vice-chairs, USC Dean William Green Hale and Perry Evans of San Francisco; Secretary Fred B. Wood; Don G. Bowker of Los Angeles; Gerald Hanna Hagar of Oakland; Berkeley's Professor Alexander Marsden Kidd; Stanford's Professor William B. Owens, and Norris N. Montgomery of Santa Barbara.
