Commission member, Thomas Perry, stands between fellow commissioners William G. Hale and Thomas C. Ridgway, who are both seated at a table strewn with documents. The California Code Commission, tasked with revising and codifying laws from thousands of specific state statutes, met to outline its objectives. Members were chosen from the legal and academic community. Commissioners included: President Thomas Caldwell Ridgway, former president of the California bar association; Vice-chairs, USC Dean William Green Hale and Perry Evans of San Francisco; Secretary Fred B. Wood; Don G. Bowker of Los Angeles; Gerald Hanna Hagar of Oakland; Berkeley's Professor Alexander Marsden Kidd; Stanford's Professor William B. Owens, and Norris N. Montgomery of Santa Barbara. Hagar and Kidd's names are misspelled in the Los Angeles Times caption and nitrate negative captions.
