Tugwell was the Undersecretary of Agriculture and an agricultural economist who served under the Franklin Delano Roosevelt presidential administration. According to the article, he was invited by the Democratic State Central Committee to speak at the Olympic Auditorium, on 1801 S. Grand Avenue. He was resting in Palm Springs before his speech to fellow Democrats. Scott was a Democrat and the U.S. Representative for the 18th Congressional District, of which Los Angeles County was part of during this time period. (It no longer is included in this district.)
