A utility truck sits at the edge of a large mound of dirt on the opposite side of the dam. In 1933, about ten years after the Dam was completed, the city started building what was known as a “psychological dam” -- made of dirt and gravel -- on the opposite side of the reservoir in order to appease residents’ safety concerns.
