Photograph of the National Executive Head (Chief Iconohee) of the Improved Order of Red Men, Arthur J. Ruland in Los Angeles for a brief speaking visit. He was probably photographed in his hotel room at the Ambassador. The main purpose of Mr. Ruland's visit was to establish a campaign to rid the United States of aliens who did not intend to become citizens, and to set up a bureau of alien deportation under the Department of Justice.
