Higgins, Vice-President of Powers Tours of Chicago at the time of this photograph. Mr. Higgins brought 6 parties (1,200 people) to Southern California in 1935 alone. He was part of the reason for record-breaking tourist traffic reported by hotel owners in Los Angeles.
