Ethelmae Brandon stand in front of a car, holding a dog on a leash. Chief E. L. Messinger holds a pad and pencil, pointing at the curb with the parking restrictions stenciled on it. He wears a badge, and his lapel has 3 stars and reads "H. P. D." His hat also has 3 stars. She wears a midi skirt, a cardigan, and a scarf tied around her neck.
Chief E. L. Messinger was police chief of Hermosa Beach, not Redondo Beach as is indicated on the negative sleeve.
