City Council meeting in the council chamber at City Hall with council members and advisors. Participants include (seated at the table on the right, front to back) Dan Hoye, Chief Accountant for the city controller; Walter Peterson, from the Bureau of Budget and Efficiency; William Neal, assistant city attorney; and Lewis Arnold, assistant city engineer (behind Neal). Robert Witter, director of the Bureau of Right of Way and Land, is at the head of the table.
