John C. Porter, mayor of Los Angeles, Nell Jeffrey, active in club work and local politics, and Cecil Wilcox, city editor of the North Hollywood Press, at the corner stone laying ceremony of the City Hall. Nell Jeffries holds a trowel and there appears to be a time capsule box in the niche beneath the inscribed plaque (which reads "Erec[ted] A. D. 19[...]"). In attendance on the left are children and a man in uniform (perhaps a boy scout).
