Water floods a street stretching past the lower right corner. Four flood control members stand up on the sidewalk. They stand along the walkway's guardrail and wear raincoats. From left to right, they are: T. A. Brown, C. M. Fleming, Frank E. Jones and William McCrystal. T. A. Brown stands nearest to camera and points up towards a rainbow arcing through the sky in the distance at right. Ballona Creek passes beneath them as it flows into the distance.
