Dr. Foss sits at a desk resting his head in one hand.
Dr. Hugo Foss has been accused of issuing more than 850 illegal prescriptions within a period of six months. Addicts who had taken advantage of Dr. Foss' prescriptions gathered in the courtroom to provide their testimonies.
