A banner hangs down from it at left. Behind the rail, President Roosevelt stands at center, facing left. He looks up as he places his hands onto the podium in front of him. Flowers adorn the stage along the right edge and the American flag stands behind and to the left of the President. Balboa Stadium's crowd is visible in the background at left.
