Crowds fill the stands and the field at Balboa Stadium during a visit by President Franklin Delano Roosevelt. Several people sit at at tables that stretch across the foreground. A rope passes behind them. Beyond the rope, spectators sit on the field and in the stands, completely filling the stadium. At the far end of the stadium, "WELCOME," is spelled out within the crowd at center.
