Forrest Whitaker was H. H. West's brother-in-law and the principal of the Utah Street School.
Forrest Whitaker speaks at a the ground breaking ceremony for Aliso Village low rent housing development. Whitaker stands behind a podium wearing a suit. A man's hat is visible just at his left, though the man wearing it cannot be seen. There is a sign on the podium that reads, in part, "Buy a share...[American]." There is a model of a building, which includes miniatures trees in the foreground.
