According to the negative sleeve for this set, these photographs are of the San Diego Fair, about 1912. Buildings identified in these photographs were not built until late 1914 at the earliest. It is more likely that these images are were taken around 1915. In 1915 and through 1916, San Diego hosted the Panama-California Exposition, for which many of the buildings in the photographs were built. The photographs most likely document this event.
Per the caption, at the time of this photograph, Elizabeth West, Frances Cline and Frances West would have been about 9, 7 or 8, and 6, respectively. All three girls look older than that in this photograph.

A building stands in the distance behind Elizabeth and Minnie. Behind the fountain head, the California Building and Tower is visible rising in the distance. Landscaped grounds within the park occupy the space between the group and the distant buildings.
