Mertie West and the platform are seen from a slightly elevated view. The observation deck enters frame from the bottom edge and stretches back on an angle to the right. Mertie West stands on the deck in the near distance at center and looks to camera. A barrier wall lines the perimeter of the observation deck at left and wraps around the back edge towards the right. Ornamentation decorates the wall at far left. Behind and to the right of Mertie, other visitors stand along the wall and look out over the city.
