According to: California State Library; Sacramento, California; Great Register of Voters, 1900-1968, for the year 1948, accessed through the Ancestry.com database, the Bacons, Newquists and Robinsons were neighbors of H. H. and Mertie West on North Ridgewood Place. The Wests lived at 830 North Ridgewood Place and the Bacons, Newquists and Robinsons lived at 836, 832 1/2 and 832 North Ridgewood Place, respectively.
Poor photograph of Julian Bacon and Rudy Newquist fixing a lock on an exterior door. The two men are barely visible at the top of the image at center. One man stands (left) and the other kneels (right) on the landing outside a dwelling's second-floor entrance. The standing man is obscured by a wooden post and extends beyond the frame. The kneeling man faces away from camera and also extends beyond the top edge. Beneath them, the side of the building stretches across the entirety of the image. Stairs leading up to the second-floor entrance enter frame from the upper left edge. Below the landing, a ground-floor entrance stands. Windows are inset on either side of it. Another window is inset on the second-floor at right. Opaque patches of white occupy the lower left and lower right corners.
