MacWatters was the head of the Los Angeles chapter of the American Red Cross. Esther Packard Chadbourn was a national field worker for the American Red Cross in Southern California. O. O. Marshburn was the Whittier chapter chairman American Red Cross. Left to right, O. O. Marshburn, Esther Chadbourn, D. C. MacWatters. Marshburn and Chadbourn sit behind a desk.
