A large crowd is gathered among the rubble of the old County Courthouse as Marshall Stimson, president of the Historical Society of Southern California, makes an announcement regarding the unveiling of the cornerstone's contents. He holds a gavel in one hand and papers in the other. The archway, partially obscured by debris, can be seen in the background.
