Text from accompanying caption: Bill Hackley arresting Virginia Mohr, of Covina, who started to fish before May 1. Of course, Bill is reserving all the fish for himself. He plans to get up before the dawn on May 1 to catch as many as possible on the great day! Thatcher Taylor, Bill's brother-in-law, caught the largest fish xxxxx hooked at Lake Arrowhead last May.1.
