Description: Scope/Content: Abstract: FERC issued docket number p-696: Communications with stakeholders during the relicensing process indicated that conditions included in the new license would render the project uneconomic. PacifiCorp, state and federal agencies and non-governmental organizations involved in this proceeding began discussions regarding project decommissioning in early 2001. Based on a discussion paper prepared by the U.S. Forest Service and National Park Service, PacifiCorp and the stakeholders reached an agreement in principle in early summer 2002 regarding measures necessary for project removal On May 28, 2002, PacifiCorp filed a notice of withdrawal of its pending application for relicensing of the American Fork project. The FERC responded on June 10 that, in order to withdraw its relicense application, PacfiCorp must tint file an application to surrender the license. The FERC further noticed in its June 10 letter that PacifiCorp was to file a schedule for the filing of the surrender of the project within 90 days. PacifiCorp filed a letter with the FERC noticing that a Proposal for Decommissioning of the American Fork Project would be submitted by December 31, 2002. Enclosed with this lettr is a Proposal for Decommssioning of the American Fork Project With submittal of this Proposal, PacifiCorp fomally requests withdrawal of the previously submitted application for relicensing of the American Fork Project. The parties involved in this proceeding are in the final stages of review and completion of a Settlement Agreement, in which all conditions and issues regarding project removal will be resolved. PacifiCorp,in concert with the parties, intend to file an Offer of Settlement by February 14, 2003.
