Scope/Content: Abstract: This firm represents Beyond Searsville Dam on matters related to the Searsville Diversion Dam Facility operated by Stanford University. We submit these comments on the adequacy of the Habitat Conservation Plan ("HCP") and draft environmental impact statement ("DEIS") for Stanford University. As detailed below, we do not believe the HCP includes adequate measures to avoid the unlawful take of threatened Central California Coast steelhead trout and the DEIS does not adequately address impacts to steelhead trout from the operation of the Searsville Dam and other facilities operated by Stanford. Therefore, the HCP should not be approved and the DEIS should not be adopted until both are revised to fully meet the requirements of law.
