Description
Scope/Content: Abstract: FERC issed docket number p-477: On May 12, 2004 the Federal Energy Regulatory Commission (FERC) issued the Order Granting Surrender Application, Adopting Proposed Terms, and Denying Application to Amend License for the Bull Run Project (FERC No. 477) (FERC 2004). The order focused on Portland General Electric Company's (PGE) plan for the decommissioning of the Bull Run Hydroelectric Project. The order adopted the United States Fish and Wildlife Service's (USFWS) terms for protecting the northern spotted owl (Strix occidentalis) as a condition of the order. As a consequence, paragraph I of the order requires PGE to file a spotted owl protection plan that includes the results of spotted owl surveys, protection measures required by USFWS, and any additional measures necessary to protect spotted owls in the project vicinity. The order specifically required PGE to survey for northern spotted owls during the 2005 and 2006 nesting seasons and to submit the results of those surveys to the Commission by December 31, 2006. If northern spotted owls were documented during the surveys, then the final report would also include a plan to protect the owls from or mitigate for the effects of the decommissioning activities.
