Scope/Content: Abstract: The Carmel River Reroute and Dam Removal (Reroute and Removal) Option for removal of San Clemente Dam is currently being considered by project stakeholders as a solution for the San Clemente Dam Seismic Retrofit Project. This option generally involves construction of a new channel near the upper end of the reservoir that would divert flows from the Carmel River into San Clemente Creek, bypassing a substantial amount of the sediment that is currently stored in the reservoir. The intent of this option is to permit removal of the dam in a manner that would eliminate, or at least limit, downstream sedimentation impacts. The California Coastal Conservancy (CCC) retained Mussetter Engineering Inc. (MEI) through a subcontract agreement with MWH Americas, Inc. (MWH) to perform additional analyses to address these and other potential downstream impacts associated with the Reroute and Removal Option. The initial phase of this evaluation included preparation of flood inundation mapping based on the model results, and evaluation of the relative change in flood hazard from with-dam conditions for the 100-year peak discharge.
