Description
Scope/Content: Abstract: The Condit Hydroelectric Project (hereinafter referred to as the Condit Project or the Project) was completed in 1913 on the White Salmon River in south-central Washington State in Skamania and Klickitat Counties, near the town of White Salmon (Figure 1). The Project is owned and operated by PacifiCorp and is licensed by the Department of Energy through the Federal Energy Regulatory Commission (FERC). Pursuant to the Federal Power Act, Public Utility Regulatory Policies Act, Energy Policy Act, and the Electric Consumers Protection Act, FERC regulates non-Federal hydroelectric projects via issuance of licenses and permits, or through other processes, and therefore has discretionary authority regarding conditions under which hydroelectric projects are operated.
