Scope/Content: Abstract: FERC issued docket number p-477: On November 12, 2002 Portland General Electric Company (PGE) filed an Amendment of License, Surrender of License, Settlement and Decommissioning Plan with the Federal Energy Regulatory Commission (Commission) for the Bull Run Hydroelectric Project, FERC No. 477-024. On November 21, 2002 the Commission issued a Notice of Application for Amendment of License, Surrender of License, Settlement and Decommissioning Plan and Soliciting Comments, Motions to Intervene, and Protests. American Whitewater, Alder Creek Kayak Supply, Inc. and WaterWatch of Oregon move to intervene in this proceeding pursuant to 18 C.F.R. §385.214. Additionally, American Whitewater, Alder Creek Kayak Supply, Inc. and WaterWatch of Oregon appreciate the opportunity to comment on various documents. We have reviewed them and offer the following comments.
