Scope/Content: Abstract: FERC issued docket number p-477: On November 12, 2002 Portland General Electric Company (PGE) filed an Amendment of License, Surrender of License, Settlement and Decommissioning Plan with the Federal Energy Regulatory Commission (Commission) for the Bull Run Hydroelectric Project. On November 21, 2002 the Commission issued a Notice of Applications for Amendment of License, Surrender of License, Settlement and Decommissioning Plan and Soliciting Comments, Motions to Intervene, and Protests. American Rivers, Oregon Trout, Trout Unlimited, Oregon Council Trout Unlimited, and the Native Fish Society hereby move to intervene in this proceeding pursuant to 18 C.F.R. § 385.214. Additionally, American Rivers, Oregon Trout, Trout Unlimited, Oregon Council of Trout Unlimited, and the Native Fish Society appreciate the opportunity to comment on the various documents. We have reviewed them and offer the following comments.
