Description
Foster came to California as an interpreter for the Mormon Battalion in 1847. Foster served as Mayor of Los Angeles from 1854-1855, and 1856. He created the Office of Water Overseer and used chain gangs for public works. He resigned his office to lead the Vigilante group that hanged the infamous Dave Brown.
