Photograph caption dated October 13, 1988 reads, "Greenpeace protesters stage a peaceful demonstration in the downtown offices of the state Department of Health Services. Nine members of the group were arrested yesterday in the protest against the agency's decision to issue a permit for a toxic waste incinerator in Vernon without an environmental impact report. Police cited the nine for disturbing the peace."
