Photograph caption dated February 18, 1963 reads, "Milton Elconin, left, receives a gavel and congratulations following his installation as president of the Toluca Lake Chamber of Commerce at a banquet at the Lakeside Golf Club. Handing him the gavel is Clayton Briggs, outgoing president and the new executive vice president, while Honorary Mayor Wendell Niles looks on. Other new officers are Gene Frambach, Rose Groman, Times TODAY photo. Harry Hutchen and James Moss, vice presidents; Herson Clampitt, treasurer, and Dot Prosser, secretary."
