Photograph article dated October 10, 1956 partially reads, "Burbank councilmen, bowing to their budget and overruling the protests of ore than 1,500 petition signers, will build the city's controversial $6,500,000 steam electric generating plant on a 36-acre city-owned site at Hollywood Way and Victory boulevard. The five-man governing body, after listening to an overflow audience at a lengthy meeting last night, said they could not justify spending an additional $1,400,000 which they say would be required to erect the plant on an alternate site at lake street and Verdugo avenue."
