California Governor C. C. Young presides over groundbreaking ceremonies for construction of the new State Building at 215 West First Street in the 1930s. Also seen is John C. Austin, Architect and a President of the Los Angeles Chamber of Commerce, on the right of photo one, with the governor on the left.
