Lemoine Blanchard, today salvaged a split decision for Mayor Samuel W. Yorty in his prolonged fight with the Los Angeles City Council. Potter's surprise victory Tuesday was coupled with the defeat of two other Yorty-endorsed candidates, including North Hollywood attorney Phill Silver at the hands of Valley Councilman Louis Nowell."
