Description: Portrait of James R. Toberman, who served as Mayor of Los Angeles from 1872-1874, and 1878-1882. He was a City Council member from February through December 1870, as well as a U.S. Revenue Assessor for Southern California, 1864-70, and a member of the Chamber of Commerce. He died on January 26, 1911.
