Photograph caption dated March 14, 1959 reads "City Councilman Everett Burkhalter, seated center, approves contract for building of new Pacoima Memorial Lutheran Hospital which was awarded to B. L. Metcalf Co. Hospital is in memory of dead and injured in Pacoima air crash disaster two years ago. Others, from left, are Walter C. Norris, North Hollywood insurance Man [sic]; D. P. Loomis, hospital campaign treasurer; B. L. Metcalf, contractor, and Earl Erne, vice president of Hospital board."
